Executive Order on Encouraging International Support for the Recovery and Use of Space Resources

 INFRASTRUCTURE & TECHNOLOGY

 Issued on: 

By the authority vested in me as President by the Constitution and the laws of the United States of America, including title IV of the U.S. Commercial Space Launch Competitiveness Act (Public Law 114-90), it is hereby ordered as follows:

Section 1. Policy. Space Policy Directive-1 of December 11, 2017 (Reinvigorating America’s Human Space Exploration Program), provides that commercial partners will participate in an “innovative and sustainable program” headed by the United States to “lead the return of humans to the Moon for long-term exploration and utilization, followed by human missions to Mars and other destinations.” Successful long-term exploration and scientific discovery of the Moon, Mars, and other celestial bodies will require partnership with commercial entities to recover and use resources, including water and certain minerals, in outer space.

Uncertainty regarding the right to recover and use space resources, including the extension of the right to commercial recovery and use of lunar resources, however, has discouraged some commercial entities from participating in this enterprise. Questions as to whether the 1979 Agreement Governing the Activities of States on the Moon and Other Celestial Bodies (the “Moon Agreement”) establishes the legal framework for nation states concerning the recovery and use of space resources have deepened this uncertainty, particularly because the United States has neither signed nor ratified the Moon Agreement. In fact, only 18 countries have ratified the Moon Agreement, including just 17 of the 95 Member States of the United Nations Committee on the Peaceful Uses of Outer Space. Moreover, differences between the Moon Agreement and the 1967 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, Including the Moon and Other Celestial Bodies — which the United States and 108 other countries have joined — also contribute to uncertainty regarding the right to recover and use space resources.

Americans should have the right to engage in commercial exploration, recovery, and use of resources in outer space, consistent with applicable law. Outer space is a legally and physically unique domain of human activity, and the United States does not view it as a global commons. Accordingly, it shall be the policy of the United States to encourage international support for the public and private recovery and use of resources in outer space, consistent with applicable law.

Sec. 2. The Moon Agreement. The United States is not a party to the Moon Agreement. Further, the United States does not consider the Moon Agreement to be an effective or necessary instrument to guide nation states regarding the promotion of commercial participation in the long-term exploration, scientific discovery, and use of the Moon, Mars, or other celestial bodies. Accordingly, the Secretary of State shall object to any attempt by any other state or international organization to treat the Moon Agreement as reflecting or otherwise expressing customary international law.

Sec. 3. Encouraging International Support for the Recovery and Use of Space Resources. The Secretary of State, in consultation with the Secretary of Commerce, the Secretary of Transportation, the Administrator of the National Aeronautics and Space Administration, and the head of any other executive department or agency the Secretary of State determines to be appropriate, shall take all appropriate actions to encourage international support for the public and private recovery and use of resources in outer space, consistent with the policy set forth in section 1 of this order. In carrying out this section, the Secretary of State shall seek to negotiate joint statements and bilateral and multilateral arrangements with foreign states regarding safe and sustainable operations for the public and private recovery and use of space resources.

Sec. 4. Report on Efforts to Encourage International Support for the Recovery and Use of Space Resources. No later than 180 days after the date of this order, the Secretary of State shall report to the President, through the Chair of the National Space Council and the Assistant to the President for National Security Affairs, regarding activities carried out under section 3 of this order.

Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

this feels so right to me.  it makes absolute sense.  i am so overwhelmed with emotions right now as i know you all will be as well reading this (if you hadn’t already thought of it to begin with).  millions of victims – needing a place to go.  no wonder the entire earth realm is in lock down/shut down right now.  this is the time needed to bring out the victims of trafficking in a safe – private way and put them in environments so they can get the healing and rest they so need.  a scare event WAS necessary to create that safe rescue these people so deserve.  here’s the awesome thread (sharing the entire thread for those who can’t access twitter):

Annes ~ the latest coding in our news about the end

 

very interesting.  i verified that the US did indeed recall troops from the Defended 2020 exercise/mission in Europe – not all troops but most of them.  my feel is whatever their real mission was over there is complete.  all who have had access to Looking Glass know what’s coming – know of the galactic wave.  the solar flash.  the event.  whatever “it” is that transforms everything.  i know i have felt more tired in the last 1-2 weeks than ever before.  my eyes feel very heavy most of the time.  as i started feeling 2 plus years ago – the closer we get to the end the more i will need to sleep.

wow.  i am still amazed at how F A S T everything is moving now…i want to say again (mostly for those who are new here – but also for myself as a validation)  when i had my first and only “real” event dream – everyone was home on my street.  E V E R Y O N E.  and it was spring.  since then march has always felt significant to me.  whatever is coming – is very close.  but i also see the purpose of arresting/cleaning up things – so this virus story is being used for more than just one reason.  the feeling that “we are at the end” is so palpable right now….

Terran Cognito ~ The Battle for YOUR Imagination

I witnessed something fascinating the other night.  I do some ride share driving to supplement the income, depending on what comes in via the blog.  I was driving on Congress Avenue in Austin, attempting to pick up a passenger.  Austin developers, like in many gentrifying cities, is removing 15-20 residential homes at a time to build 4-5 story apartment blocks.  Austin’s developers are showing my sense of design than what I saw in Seattle but often these apartments are a tight fit on existing streets.  And in Austin they have one entrance/exit out, and its to a parking garage.  These entrances/exits are very poorly designed. This is also where ride share drivers pick up their rides which creates some issues with getting turned around without going into the parking garage which is often gated.  Pasadena California has similar apartment complexes.

As I was doing a 5 point turn, I spotted this skinny man on an electric scooter swinging his skinnny butt back and forth as he went bee-bopping back and forth down the street in serpentine fashion and blocking traffic behind him.  He seemed to be itching for a confrontation and he knew he was slowing down traffic. I said to the couple in the car “this guy has a death wish”…

You could say this gentlemen was what those in Austin like to call a “protected class” And as I watched him approaching I slowed my exit, hell I was going to wait until was past me!  But behind him was this magnificent black woman (another protected class) who was having none of this guy’s nonsense behavior blocking traffic and keeping her from entering her apartment complex! She jumps out of her Hyundai like she’s going to kick his ass and starts giving him a much deserved scolding.  But that move was not well thought out either.

It was kind of funny, but then every comedy has its roots in tragedy. Its the tragedy part I didn’t want to witness.  I began to feel like I was I was on the edge of an energy whirlpool not of my making, and lots of impatient drivers were making impulsive Friday night moves and none of the situation looked good as the scooter rider got into an argument with the black woman (who’s car wasn’t fully out of the street yet).  If an accident happens its going to hit my car too.

A UPS truck momentarily blocked traffic and those guys are great drivers,  I gunned my car and got out of there.  The couple in the back said “Thank you for that!” as they were feeling it too.  It all felt messed up.  I got the couple safely to their Mexican Restaurant.

It got me thinking about the scooter rider, itching for a confrontation, and the magnificent black woman who showed up to give him just that!  And this quite funny argument that ensued in a very dangerous moment.  All of it created by the imagination of the scooter rider.  And none of it felt good.  That was what was noticeable to me was the energy of it all,  It was feng shui slamming into fucked up.

Imagination benders

Journalism: We all know that since Obama signed the law that official allowed US intelligence agencies to utilize the domestic press as a propaganda outlet.  They always did, but it was very subtle in the past.  And it appears, that large portions of the faces people see on the News are also on agency payrolls.  That has a curious side effect.  Since someone with a national security oath, can’t talk about classified things without getting hauled into court, it means news readers can’t talk about things like chemtrails, secret space programs, or any of the hundreds of things many of you regularly self educate yourself about.  They also can’t name whistleblowers who are agency payrolls, which is why they got particular bent out of shape when various sources on the internet revealed the name of a “whistleblower” but the New York Times did not.  They can reference “public domain” sources like the New York Times or Washington post (but are barred by agency policy from reading Wikileaks).  This is why stuff is leaked to these newspapers and then echoed in the electronic media.

What are the two largest expenditures for companies and government (aside from defense)?

For companies its advertising.  Google, Facebook, and Amazon depending on that ad income, although Google and Amazon also make a good chunk of change hosting 2/3 or the internet servers on their cloud services (we can talk about the danger of having your business golden eggs in two baskets another time).  Amazon’s advertising is internal to its platform, outside vendors are required to pay advertising now if they want any decent placement on Amazon’s platform.

For Government Intel agencies are a huge expenditure.  Often completely beyond the control of whomever was elected to be the nations leader. Ostensibly they are for a country to gather intel on other countries and in particular, it’s enemies.  But the Deep State has its roots in the ancient families that have ruled this planet since the fall of Atlantis.  From what we’ve seen since 2016, they do their bidding, not the President’s.

But all that advertising and deep state propaganda is really trying to do is shape public IMAGINATION.

There’s so many crazy stories circulating about what is purportedly going on in China which was always opaque to the west.  And nothing scares the bejeezus out of people like impending death from a bug they can’t see.  Add to that mysterious HOTSPOTS like Iran and a Korean cult, it all looks a bit strange doesn’t it?   If something doesn’t add up, if the jigsaw pieces don’t fit, if a virus defies epidemiological mathematics, someones lying.   Someones trying to cause YOU to IMAGINE the UNIMAGINABLE… because there are limits on what they can do to you, but they can try to cause you to CREATE what they cannot.  Imagination of human beings is the real value on this planet.  The creativity of human beings is phenomenal.

IMAGINE THE BEAUTIFUL.  SEE IT ALL  PEACEFUL AND A NEW BEAUTIFUL WORLD OF JOY.  Abandon imaginings of dystopia.  Abandon the distrust they want you to have of each other.  Reject the fear that they have traditional used to herd human beings towards one cage or another.

A Reflection on Life after Life

 

driving home today, i was enjoying the solitude of my car.  i had dropped off our child at her activity.  the sun was shining in between rain showers – a song from my past playing on the radio.  the words spoke of enjoying watching the puddles gather rain (fans of 90’s music will probably know that one).  a favorite of mine.  smiling, i glanced over at a large sign advertising “ESTATE SALE”.  i saw it was a local organizing company putting it on – the same company who had recently cleaned out our adopted grandpa’s home in recent days.

i haven’t spoken of that yet.  what is there to say?  the house is empty – in every way imaginable now.

so seeing this sign removed the smile from my face as i reflected on the rather pathetic way in which our lives can be seen at times after we have left these bodies:  stuffed into boxes and at times, placed on display at Estate Sales.

it just felt wrong.  my mood grew somber.

and then something happened.

i thought of it a different way – much the way “the grinch” does in that holiday cartoon.

i could see the humor of all of our “stuff” we gather – being passed on to someone else.  i could hear our grandpa laugh.  his legacy – sitting at some damn estate sale.  he would definitely see the humor in that.

and i did too.

so i laughed – tears in my eyes.  kind of one of those most beautiful moments – the most powerful of emotional states.  missing him as i do, i could feel the laughter in the moment of reflection.  and i could feel how temporary this all is.  and how absolutely ridiculously silly it is as well in the end.

we come and go.  meet and greet – reconnect – only to move on to another experience.

only in this “now” moment – we do so FREELY.  forever more.

A little humbling reflection….

 

Greetings everyone ~

I mentioned in a previous daily piece that I have been seeing someone for trauma release.  The real “work” began today and I was able to move some energy through and out my body.  I had a dream last night where I was surrounded in light – bright sunshine – then the next moment I’m in total blackness, driving in the snow – shaky ground but I was able to maintain control of the car I was navigating before I then just as quickly navigated myself back to the light and sunshine.

Talk about metaphors for what I am currently doing w/this healing work.  (and interestingly enough – each visit I have had this year – the sun has peaked through the skies – the sun being a rarity this winter)

As I was able to move and release some much needed-to-be-removed energy, I was able to maintain my heart-centered space a bit easier and longer today.  As such, going through some of the social media stuff, I saw how much of it was off-putting to me.  There seems to me to be an uptake in pride and ego in some in the MAGA movement.  There is a sense of “in your face TOLD YOU SO”.  I even saw a couple of t-shirts w/Trump 2020 on them that spoke of not giving an “f” (spelled out) about other people’s feelings (assuming the reference was aimed at the “snow flake liberals”) as well as one making reference to making Democrat’s cry or something similar.

I can understand these feelings – these experiences.  I can understand the need to say – even scream – “SEE I WAS RIGHT!”.  I’ve had those moments. But to wear a shirt with such words?   Obviously such sentiments aren’t uniting.  Certainly not helpful.  They are cruel and unnecessary.  You don’t unite or create peace by intentionally poking another.

I certainly do part ways – and always have – w/this rugged individualism stance that can be found in the MAGA movement.  Individualism yes.  But rugged?  This “pull yourself up on your own” – this sense of being “untouched” by things like trauma, difficult emotions and painful experiences.  Some are more sensitive than others.  Some have a much harder time in finding building and creating their way – on their own – in this realm.  This is not indication that one is lacking in strength.  

Just like the public school system isn’t cut out for every child, the pay and work-to-live/pay and work-to-survive system isn’t cut out for every adult either.

A few days ago we had company.  Both people are Trump supporters.  (i laughed and said this is the most trump people we’ve had in the house at one time EVER)  There was talk about “those liberals” and I said I know many of such people – and while they may be deeply programmed by the system(s) – they are thoughtful people who are highly conscientious with how they speak to others.  How beautiful it would be, I said, to take some of that and mix it with some of “those conservative behaviors” for the perfect combo.

You know – toss the labels.  See how we’ve all been programmed here. Accept our emotions.  And live/be/do from the Heart.

Just as I was gratefully (and with relief) much more able to do today.
