Coronavirus Aid, Relief, and Economic Security Act or the CARES Act

This bill responds to the COVID-19 (i.e., coronavirus disease 2019) outbreak and its impact on the economy, public health, state and local governments, individuals, and businesses.

DIVISION A–KEEPING WORKERS PAID AND EMPLOYED, HEALTH CARE SYSTEM ENHANCEMENTS, AND ECONOMIC STABILIZATION

This division establishes the Paycheck Protection Program to provide eight weeks of cash flow assistance to small businesses through federally guaranteed loans to employers who maintain their payroll. Such assistance shall be to cover costs such as payroll, paid sick leave, supply chain disruptions, and employee salaries. The division further provides that certain amounts owed on such loans are eligible to be forgiven.

The division also authorizes the Small Business Administration (SBA) to provide advances on SBA emergency disaster loans for small businesses that have applied for such loans due to the COVID-19 pandemic.

Additionally, the division requires the SBA to pay all principal, interest, and fees on certain new and existing SBA loans for a period of six months.

  1. NO. H.R. 748 did not contain text relating to the virus until it was updated later in March, I see no Jan 20th version that has any mention of the pathogen in it or pandemic language either. They revised this bill to contain the rules and relief package for corona-virus because it was already in the Bill stage, essentially hollowing out a tax relief Bill and inserting new language. The text of the bill containing all of the pandemic language stuff is as of Mar 28, 2020. If someone can find a draft that shows the Jan 20th version containing the language I would like to see it.

    1. You are correct in that there was no language in the original bill introduced. However – they knew this was coming. Fauci knew this was coming (this pandemic). Trump and the team used it against them.

  2. The guy in a video saying this is just trying to stir up trouble in my opinion. I know Democrats lie and cheat and it’s easy for us to assume if it’s bad or looks bad they did it. Sadly most of the time that’s accurate ☹️. Anyway….

    First, we have to realize that America did have a semblance of “emergency plan” in place in the event of some kind of catastrophe… which we would assume included some Bills to be readily available to process based on what expected outcomes might be (for war, chemical warfare, etc). Next, if you look at text of submissions before it passed (link below) much of the medical language/coverage was added in March revisions. I feel certain the title including coronavirus was added when HR 748 was brought up in March, but I haven’t found info on that. Bills often don’t have a name in the beginning just the number. At some point later in the process they may be given a name (sometimes it’s never more than the number). Last, there was a scare of H1N1 a few years ago which could/should have prompted the beginnings of a plan if it turned out to be like this coronavirus (thankfully it didn’t!) Also ever since H1N1 there has been concern about coronaviruses in general because there are many of them (all animals have them, different kinds of CV, but not all transfer to humans) and there’s no cure for any of them. There was also an extremely bad flu season in 2017/2018 that could have prompted something similar. So those are my thoughts.
